Initially wanting to become a mangaka, it wasn't until while studying at Osaka Designers' College that Ishii thought about becoming an animator after having seen Revolutionary Girl Utena, a show directed by Kunihiko Ikuhara. Shortly thereafter a re-telling movie for the series was announced and Nishii set her sights on being part of the production. After graduating she joined Studio Cockpit and managed to make her debut on the film as an in-betweener.
In 2011, she made her debut as a character designer on Penguindrum, another show of Ikuhara's.
